Well, if you are running a good synthetic, you've already dropped your oil temperature. I'd be a bit suspicious that the cool collar could drop the oil temperature 23 degrees. Will it hurt? Not likely. You may see better fuel economy, because your pocket will be a bit lighter<g>.
The Frantz bypass filter does a decent job, though you should use industrial grade tp, as the regular household stuff doesn't hold up very well. There are bypass filters on the market which use a better, longer lasting, filter media.
