Please search for MBC+A and read my posts. Lots more there than I want to repeat. Most depth in stuff from later last year.
MBC is a manual boost controller that you can use on a 1999 9-3
MBC+A or +anticipator, is a fundamental improvement that eliminates some shortcomming of a MBC. Either will make the turbo get on boost faster. An ECU mod will make more boost than most MBC or MBC+A setups can. Some MBC+A setups are very fast in about town driving. MBC or MBC+A mods are very inexpensive. Money for IC's or Sports exhaust sytems will be significant.
You do not need a Viggen IC for a stage 1, and a stage 1, by definition, does not have an exhaust mod. If you have a 1999 HOT, then you should have the Viggen IC as built!
Stage 1 is ECU and intake filter
Stage 2 is same stuff, but low restriction exhaust
You really should do the air intake 3" duct mod and throttle body transition casting (TBTC) mods!!!
With higher boost, in either case, you should use BPCR7ES11's gapped to .035-.037".
With more power, you really need to use high octane fuel, keep plugs and injectors gapped/clean, use true synthetic xW40 oils, better filters etc.
