Boost back off in 9000 cars, what's the problem?

Hi,
Having set the MBC to the '97 9KCSE A/T, boost to 1.1 bar.
The car boost well into red since 2k rpm, however, backed off to end of yellow (0.9 bar on my Apex-i gauge) at 4k rpm and afterward. This boost level is as same as stock without MBC = 200hp...
Thought that it was the problem with MBC itself so I pull the control (W) hose out of the wastegate and test drive the car again. I got fuel cut off at 2-3k rpm but, the boost never go higher than 0.9 bar above 4k rpm...
I also tried tightening the wastegate rod and run the car, still has only 0.9 bar above 4000 rpm. I'm doubt what problem I got with the car?
I know that the T25 turbo is lack off for higher rpm. , but I've heard also that many with upgraded ECU got 235 hp easily without ANY turbo hardware upgraded, therefore they'd have higher boost in the higher rev. also ( > 1.0bar) with the stock turbo control setting... (but just a thought, I don't have one :( )
Any idea what's goin' on with my car?, or is it just typical for T25 turbo performance?
