A fuel gauge that pins to "full" when the ignition is turned on means there is a lack of ground. Check the wiring- at the tank itself there should be a ground wire from the tank sender unit. It connects ground to one of the mounting screws. The other place to check is behind the gauge itself. There's a 12 pin connector that plugs into the back of the gauge and pin 12 has a black wire labeled 31 that should go to ground.
