Rated fuel pressure for the V4 is 3-5PSI or similar, it's in your manual.
Airtex (possibly your pump brand) makes two physically identical pumps, one rated 3-5PSI or so, the other 6-9PSI or so. Their pumps state pressure rating on the label. If yours is a different mfr, you may have to refer to your supplier to learn the pressure rating. If you have the right pump, you do not need a reglator.
If fuel squirts out your carb, the needle valve is not sealing because it is worn out, or damaged, or being held open by dirt, or being overwhelmed by excessive pump pressure.
I am inclined to think that a 6-9PSI pump would not force open a needle valve designed for 5PSI, but it might. First thing to do is get a correct-pressure fuel pump. Pump pressure is easily checked with an inexpensive pressure gauge. Connect it directly to pump output.
If the carb float is defective or badly adjusted you can have the same problem even with correct fuel pressure. Brass floats leak and fill with fuel, plastic floats absorb fuel which makes them too heavy. In any case, in your place I would be replacing float and needle valve. Correct fuel pressure and good float & needle valve will solve your problem. If the valve is not closing it will spill fuel into the intake and/or all over the engine.
Having a fire extinguisher handy is good policy when messing with gasoline.
