If it is rust free, mechanically solid, no grinding heard from the clutch, with a good paint job and good condition interior....and that mileage is accurate...then it is one of the rarer ones available and might go for that price. If it has any issues that could require more work/repairs/restoration, then that price is high.
Sonett III's in good condition lately have been going for anywhere between $5k - $8k. (For reference, I bought one a few years back for $4500 with no A/C and a "20/20" paint job. Since then I have put about $2k+ into it for replacement of various worn out parts and repairs.)
If this one is in excellent shape with truly only 28k, then that is a rare beast and could be worth that much. But, as with any old Saab, the market determines the worth. There is a Sonett valuation guide available at this site, that may help with your evaluation.
