Sensor on the Vacuum Advance

Dear Jim, I have a 1979 Pontiac Grand LeMans engine size V-6 231 3.8 with a 350 transmission. Having trouble with delayed shifting. My question is - on the Vacuum Advance, what do the sensors do? Is the back of the sensor heat activated or heat sensitive? We are getting vacuum to it but not through it. On the Vacuum Emission Control does it regulate the vacuum? Is it full vacuum, is it all or nothing, what is it suppose to do? Mainly the Non Linear VIV Sensor or it maybe the VLV Sensor, I can't quite read it. Any help you can give me on this is very much appreciated. Thanks so much for your time. Sincerely, Linda
