Rear axle off-center

Until I read a few postings in the archives of this great site, I thought that my 165R15 tires were too big for my 73 Sonett III because one of them rubs on large bumps with two passengers. Now I'm of the opinion that the rear axle is off center. The left tire (the one that hits the fender) is closer to the fender than the right tire.
Can this be adjusted at the center bushing? If so, is it a matter of moving the bushing mount slightly or moving the bushing in the mount?
