I'd hate to burn up a good drill using it as a rust-removal tool. (Aside from the extra wear and tear, rust removal generates a huge amount of metal dust that gets sucked into the air vents of your drill. Doesn't do your lungs any good, either...)
Instead, I'd watch the sales at places such as Harbor Freight or Cummins Tool, if you have such a thing locally, and pick up a cheapo Chinese-made 4-inch angle grinder. Yes, I know these are nowhere near as good as a Makita or a Milwaukee, but on the other hand mine only cost $9.99 so I can practically regard it as "disposable" (although it's still going strong after a full year of rust-busting.) The angle grinder's shape makes it easier to handle for rust removal than a drill, too.
Lots of tools will fit and work depending on how much damage you want to do to the underlying metal. These range from Scotchbrite-type disks to cup-type wire wheels to traditional grinding wheels. The "brite" disks are slowest but do the least damage to the metal, so probably would be your best choice for cleaning up "cosmetic" rust (i.e. light brown patches with no real texture.) The cup wire wheel is a good all-around choice, although you have to be a bit careful around interior pieces as it will generate some heat.
For cleaning off heavily-rusted areas fast, there's nothing like a grinding wheel -- plus it throws out huge showers of sparks that can solve your rust problem <u>permanently</u> by burning down your garage with your Saab inside!
