If the engine is stock, horsepower is going to be more like 65DIN/71SAE... however, it looks as if it has a non-stock exhaust on it (stock system was duals with a balance pipe, many people replace this with a Y-extractor system with a single outlet in the same location as in your pictures) and that might squeeze another 5% out of it -- never mind, it's never going to have a hp figure that will impress your friends, but with only 1900 lbs to push around it's still gonna feel pretty brisk.
Spoiler is nonstock but looks like a nice, neat job. Moving the headlights to the grill is fairly popular not only because some people think it makes the car look smoother but because it makes it simpler to take off the nose, which is something you do fairly often as it makes servicing the engine, radiator, front suspension etc. much easier. (The story about the lights popping up when passing a semi sounds fishy, though... they shouldn't do that if the over-center spring is adjusted correctly.)
Mileage depends a LOT on how you drive. All I can say is, don't be surprised if you don't do any better than about 25 in around-town/mixed driving, anywhere from maybe 28-35 on the highway. Depends a lot on the condition of the engine... older engine with lower compression won't get much MPG, rebuilt and carefully broken in engine will do noticeably better.
Insurance? Geez, beats me -- probably is going to depend more on your company and risk classification than on the type of car, although at least since this is a small-horsepower car you shouldn't get stuck with a risk surcharge for that. However, Sonetts are old enough that they may not even show up in some of the rating books for body repair costs etc., and that might make some companies freak out and push up your rate...
