After living with Lucas electrics for years, I thought I had seen everything. But I had the same issues with my first Sonett! Complicating matters, using a multimeter, everything would show 12V. But add a load, even a little test light... and the voltage would go away. I called this a "surface charge" for lack of any other name. So use a test light and not a multimeter.
I found that all of my headlight issues were due to dirty contact, as you mentioned. Start with the fuse block and clean (but don't sand) all of the contacts. If you have sanded the connectors, you will have removed their coatings... and like Lucas connectors, they will quickly oxidize and cause problems. (Yes... all of those Lucas issues you have heard about came from two issues... underspecifiying components and using raw brass connectors.)
I found that 90% of my head lamp issues had to do with the main connector (the one that you undo when you remove the body.) I never had any luck here until I removed the headlight wires from the connectors and connected them (with new, modern connectors) seperately.
