I don't know about the interchange question, but the damping scheme you describe makes sense for 96es and Sonetts. These are lighter cars than a 99, so there's less mass that needs to be controlled. Keeping the compression damping low lets the springs absorb most of an initial impact, giving the suspension more ability to comply with road irregularities (remember that when the 96 was designed, 80% of Sweden's roads were unpaved.) All the shocks really need to do is absorb subsequent motions to keep the car from bouncing after the initial recovery.
So even if the firmer shocks physically fit, don't be surprised if the car exhibits poorer adhesion when cornering on rough pavement. In performance suspension tuning there's a tendency to assume that "firmer is better" whether it's springs, shocks, tire pressures, etc., but if that were absolutely true then the ultimate suspension setup would be steel wheels bolted rigidly to the frame! (Sure, that works great on railroad cars, but they only "corner as if they were on rails" because they ARE on rails...)
