sometimes a new fuel sender can ease the problem, but any car with the old level type fuel sender (99's even early 900's, all the stroker and v4 cars) do this, when they got smart and went to a tube type float, the float responds more slowly, because there is a more of a delay as the sender responds (because the fuel is sloshing around in the tank). I have the same situation on an early mercedes 230sl, a few years later they went to the tube-setup and the gauge does not jump around like the older cars did.
if you've ever opened your toilet tank, the fuel sender works the same way, there is a long arm with a float on it, so, by speeding up, slowing down or turning, the float changes it height, and sends the signal to the gauge. the later 900's and beyond use a tube with a small hole at the top and bottom, the small hole acts to slow down the response time.
