Hi Doug,
Can be either master or slave (or both)!
I would recommend to rebuild both of them, since they are not young any longer, and the rubber gaskets tends to “rotten” after many year of service! Also look for rust inside the cylinders! Change the liquid, both for brakes and clutch every another year!
I had the same symptom on my #405 and rebuild the system some years ago.
