I thought it was the wiring until I got a chance to look at the schematic. The wiper (like the horn button) is wired a little different. This is because the motor has to park the wipers when the switch is off at the dash. The case is grounded and a 12v+ hot wire goes directly to it as well. When you turn on the low speed, you are connecting one circuit to ground, then the higher speed connects a second set of windings to ground. Once I figured that out, it was easy to see that the motor had an open circuit. So I swapped in a rebuilt motor.
To bench test a motor, put 12v+ to the bottom side of the three-prong connector, then ground either of the two paralled connectors. Motor should run. To test the park feature also ground the case.
