Pull the carb, pull off the intermediate plate, and take the whole thing off of the intermediate plate and block off the threaded hole in the plate with a plug. It isn't necessary to the function of the car. All it does is hold the rpms up and bring them down gradually when you lift your foot. It's an emissions thing, to keep a fully closed throttle from dumping raw gas into the exhaust. It's not required, even in California, for a car that old.
The PCV valve, which is also on the intermediate plate, is the only emission control device that _is_ beneficial to the engine. I had an early Red engined 96 V-4 without the PCV valve, and it had a large hose with a inverted U at the top that came out of the block just ahead of the left cylinder head and dumped crankcase fumes and oil on the ground. It also had a vented cap on the oil filler. the '68 blue engines and all later ones are supposed to have a sealed cap on there, so the PCV system works properly. When they started using the PCV valve and air went through the air filter into the crankcase and then into the base of the manifold through the PCV valve, it eliminated all that oil from the hose blowing all over the engine and meant that the air going through the crankcase was filtered.
