Most likely solenoid. Do you know how it works?

A solenoid is activated and pushes the starter gear into position. If it is old or worn dirty or broken it might not be pushing the gear into proper position. When the gear spins but is not in position it makes a sound like a grinder spinning against steel.
I would swap in a new solenoid and see if that helps.
