It took a while to wait for the warm weather, but I finally pulled off the air cleaner and got a good top-down look at the fast-idle cam and the common shaft that held it, plus a brass spacer washer, and a return spring. With the good view, the problem was obvious: the nut holding the fast-idle cam, brass washer, and return spring had loosened and backed off. This nut is very hard to see--its inboard of the fast-idle assembly, tucked up under the air cleaner lower plate. At some point the cam had moved inboard on the shaft and allowed the fast idle screw to pass beside it and jam it. This setup is a little different from Spiv's description, in that the cam has a rather fragile return spring wound around the same shaft that has a hook at the end that catches a notch in the cam--it doesn't rely on gravity to return. So the solution was to re-secure the nut, which caused the cam and idle screw to line up nicely, then I painted the end of the nut with nail polish to keep it from happening again. Finally, I adjusted the fast-idle screw. That problem was nagging at me all winter--and it got solved in an hour. Feels great! Now on to the next thing.
