Clutch Cylinder Rebuild Difficulties

I'm trying to rebuild the clutch master cylinder on my '72 Sonett. Removed the upper nut and bolt, and the lower nut and disconected the pedal, but it seems the bolt on the lower side is welded to the firewall.
The lower bolt end is on the interior of the car, the clutch cylinder is solid to the car, and doesn't seem to want to come loose at all. Any suggestions on how I could/should go about getting this off? And is what I'm finding down there normal?
In a pervious post I mentioned there might be pics and or video of the car, sorry not yet, at least not until after my new laptop gets here next week.
