Everyone has their own favorite rustproofing product. The good ones have multiple steps- minimum is 2. Seems like POR-15 products seem to be the favorite.
I gave Rust-Bullit a try several years ago. It's a single stage product but you must use two coats. I replaced rockers on my Chevy pickup and there was no rust through at the welded seams after two salty winters. A couple of years ago, I used it on my '74 Sonett, because I had some left. The master cylinder was leaking so I had it resleeved. I used Rust Bullit to seal the area under the master in the engine compartment- the leaking master caused surface rust. When I put the new master in, it had some leaking problems for a while, around the cover gasket. Took me several weeks to get it corrected. What amazed me was that the Rust Bullit coating didn't bubble, even after a month with a puddle of brake fluid. So it seems pretty good.
The only area you won't be able to get at directly is inside the rockers. Your best bet is a rust conversion product- some of them claim little or no surface prep, other than a solvent cleaning to get rid of grease. I think POR-15 might be your best bet- but remember, you have to SPRAY it in. So make sure you have the proper solvent to clean whatever spray gun you use to spray it in there.
Years ago, I read in NINES about a guy that filled his Sonett rockers with oil. Not just sprayed in, but FILLED them. Trouble was that the inside seams slowly leaked and his carpets were continuely soaked with oil! Not the safest thing to do!
Only other way is to cut them open and replace them. But even then, when you weld new rockers in, whatever finish you applied will be melted off by the welding process and you'll STILL have to drill holes and spray rustproofing inside the rockers.
