Bubbles most often appear because of water. Moist in the paint, moist in the fiberglass when painting or such. If the body has bubbels (refered to as orange peel over here) that's not a reason to not give the car a paint job, it can be fixed!! Just be sure to get a proper deal with the company BEFORE the job!
