First off, Saabs are very mechanic friendly. They are not like other cars - certain things don't work the way you expect, and unless you're familiar with them, you're best off getting the service manual published by Robert Bentley - the sell both 8 and 16v versions; you'll obviously need the 8v one. I've not yet found a single thing I can't do on the car, and prior to buying my first Saab three years ago I'd never picked up a wrench in my life - replacing a thermostat on my '79 Cougar was about the most into it I'd ever gotten. As for doing the swap you propose, it depends on one thing: Does the '82 Turbo have an APC system? Saab added the APC to some cars mfg'd in late 1982, so you'll need to found that out. The car *should* have a badge on the trunk that says 'APC System' - short of that you can take a look in the engine compartment for an APC solenoid mounted to the radiator crossmember - it'll have an electrical connection on top and three vacuum hoses along the bottom. If the car *is* APC, you'll have one heck of a time doing the swap. You *could* swap the wiring harness from the T into the NA car, but that's asking for a lot of trouble. You could also take a cue from this website: http://www.teleport.com/~bertram/volvoapc/index.shtml and add the APC system in afterwards. It could turn into a PITA, though. If the car is NOT APC-equipped, the swap is very straightforward. Assuming you don't care about a boost gauge in the main intrument cluster, you can pull the whole engine + tranny out of the T and drop it into the NA. While you're at it, you may look into getting an intercooler for the car if it doesn't have one already. The intercooler is good for 5 to 15 extra hp, and as long as the engine compartment is torn apart, there's no better time to add one.
