That's how it decides how much boost to feed the engine; it boosts up until it detects the beginning of knock, and then backs off a bit. Repeats (n) times a second, constantly adjusting your boost (and other things depending on your fuel injection type) to get the most bang for the buck. The higher the octane, the more fuel, so the more air, so the more horsepower. I haven't tried the cheap gas in my '99 9-5, so I can't offer a comparison, but knowing how the engine management is handled (back into the early 80's at least), yeah, it'll make a noticable difference unless something else is wrong.
