I don't believe that you were born yesterday: scam, stolen car, doesn't want to pay to replace the lost title, etc.

Anyone who wants to sell a car has to have a title to it, or make some arrangement with the title holder (typically a lender) unless you are in one of the few states that permits a bill of sale for cars older than a certain age (of which California may not be one). A long time ago, I bought a nice California car (my C900) by paying off the bank - it took a long time for the title to arrive, and I couldn't register/drive the car in the interim.

Sorry, but I can smell this one from 2000 miles away.
