Fuel tank -- venting problems or something else [saabnet.com]

I have a 97 900 SE Turbo (92k miles). Recently the car has been acting rather strangely.
About two weeks ago I noticed that the car was 'surging' while in low gears (1,2,3) and at low RPMs. That is perhaps not the best description, but it felt like some sort of throttle problem as if I was jerking the car back and forth.
Then last week I was driving and I noticed that my fuel gauge and 'Distance to Empty' on the trip computer had gone to zero. A bit disturbing, since I thought there was gas in the tank!
After a 5 mile trip (which showed that the gas was not gone), I got to a service station and filled the tank. When I opened the gas cap, there was a strong whooshing sound as air either entered or exited the tank.
Since then, while driving I have noticed that the car will go through one of the 'surging episodes' and then the fuel gauge and trip computer will drop to zero. After going to zero, there was no repeat of the 'surging' problems.
The only hint I was able to find is that there may be a problem with the fuel tank venting and that I should replace the fuel cap with a vented cap. That would explain the whooshing when opening the gas cap. However, I'm not sure why the venting problem would cause the 'surge' -- so far the car has not stalled out on me.
Any ideas?
