The problem with you panel lights is usually connections or contact problems. Cleaning and reconnecting works wonders. Problem is, which connector and where?
As for the brake light indicator. If your car has the system that tells you about lights that are not working, then what you indicate is correct. When you start the car without your foot on the brake, this system does a check and finds that there is an open at the brake lights. You see, these lights are not intended to be on (closed circuit) unless you step on the brake. When you step on the brake, you close the circuit, the lights come on and your computer now knows that they are working and shuts off your panel light.
Good luck with the panel lights. A simple fix I would think once you find the poor connection. Tap the dash when the lights go out and see if you can get them back on. An overheating relay would be another idea, but not likely.
