Buzzing noise and creaking clutch pedal

My -97 SET has developed yet another strange noise. It's hard to describe, but it sounds almost like a propeller plane far away. It seems to come from the passenger side footwell, at the lower corner of the door opening. I removed the carpeting, and there's some kind of control box there, but it's hard to tell if the sound comes from the box or from somewhere behind it.
It can be heard as soon as the engine gets over 2000 rpms, and it doesn't matter if the car is in gear (moving) or not. If I press the break pedal (gently), it goes away immediately. It can't be heard outside the car (but it might be because it gets drowned by the engine noise).
I'm puzzled, and kind of frustrated. What can it be?
Also my clutch pedal is creaking, which is slightly irritating. WD-40 helps, for a couple of days. Is there a more permanent solution?
