Check that the check valve for the head lamp wipers is not defective. had
same problem on my 91 9000cd, some time ago. Mine is located down by the
washer pump adjacent to the T that divides the flow to the headlamps and
windshield
There are 3 (I think) for once, this is not a terribly expensive item to
replace
