I assume you're referring to the dougnut which surrounds and connects the 
exhaust manifold pipe to the exhaust pipe? If so, the answer is yes, there
should be bolts through the doughnut and nuts as well. The bolts are
torque spec'd but I can't remember the value and in any event should be
cinched down tighty enough so that you can't detect any exhaust gas leaking
from the joint. The pipe builds up carbon on the interior of the joint,
its flanged, and it may take some horsing around of the pipes and
retightening to attain a leak free joint.

The leak may be the source of the check light, but another possibility is a
loose or disconnected vacuum hose in the system.
