Well the cruise control vacuum is linked to the ABS pump I believe. It
would appear there might be a split hose, or the pipe is not connected
to the ABS pump.

The ACC problem is the regulator under the plastic covering near the
windscreen once the bonnet is up (windshield and hood for you Americans
!!) It's a common problem and can either simply be replaced with one
from the breakers yard or there is the possibility of fixing the diode
on the broken one. There is more info for the fix on the UK Saab forum.
The regulator is on the right hand side of the fan unit and simply clips
out.
