I'm not sure how you can lose power steering fluid 'without a leak', but maybe he means that the leak is internal to the PS rack rather than a leaky PS pump gasket or hose?
Maybe the 'loose steering' is due to air in the lines? After adding fluid, try bleeding the lines by turning the wheels all the way to each side briefly, a few (several?) times.
