86 900 Acceleration

I have two issues which I would like some feedback from those in the know. If I press the gas pedal quickly at low speeds (to get out of the way - not necessarily to continue driving fast), the car bucks wildly (alternates between going and not going) until I release the gas. It seems like you have to very gently and gradually depress the pedal to avoid this phenomenan.
Maybe related is the feel that the engine is either missing or surging when going through the gears or driving at slow speeds in third or fourth.
Is the mixture too rich/too lean? I bought the car in Denver (5,280') and live in Billings (3,200'). Could the change in elevation contribute to this?
I would appreciate any advice.
BTW - I renewed the clutch pedal and clutch works wonderful now. Thanks to all that helped me out with that.
