Thermostat problems

Just replaced thermostat in my 1988 Saab 900 S. Used a Saab 89 degree C. stat from my local dealer. Engine temperature still does not warm up. Temperature needle barely touches the green portion of gauge. Am I missing something? At what temperature should the thermostat begin to open? I tested the old one with a candy thermometer in water and found that it was beginning to open at 150 degree F. At 175 degree F. (approx. 82 C.) it was 3/4 open. The old one was an 88 degree C. (190 degree F.) Replacing thermostat to eliminate cold engine operating temperature has always worked in the past.
Any advice appreciated.
