I had a similar occurrence in my 2001 9-3 Hatch. Dealer had noted a similar happening before on another car. The repair person pulled off the inside hatch cover and removed the lamps and license plate components and found that a wire on the back of the rear license plate component had been compromised by rust which broke through the insulation on a wire. The wire was repaired. This wire transports current to the license plate bulbs. Turns out this wire is in the turn signal circuit and the SID message indicates the turn signal because the 'system' does not specifically separate the turn signal from plate bulbs. The turn signal bulb most likely would fail first because of the off/on abuse it participates in by design.
Sadly, a little over a year later it happened again. This time 'I' tore the rear cover, lights etc. apart and patched in a new wire. Before I fixed the wire I Rustoleum primed and painted the back side of the license plate frame area. Then I spliced in replacement wire using solder and shrink tube. While installing the wires I encased them in silicone gasket sealer. I felt the silicone would help stop corrosion, wire movement, and seal the area from moisture.
This proved to solve the problem for me. I realize your car is not a hatch, but suggest this as a possible location as your turn signal bulb was not the issue just as in my case.
