9-3 slow warmup

Does anyone else have a very slow warmup with the '07 9-3? Here in northern Vermont we've had some temps near zero for about a month, with a couple of days teens below zero. Driving into work in the morning 25 minutes it many times won't reach operating temp, as defined by the needle guage at midpoint. Going down long grades actually causes the needle to fall to about the first line or below. I have the heater on full blast the whole time. If it ever does reach the middle on the guage it'll stay there for the duration up or down hills or whatever. I'm talking about around town driving, but also interstate for ten miles or so at 60+mph. The dealer has checked and says the thermostat is OK. Is the engine just so small that the only heat it produces goes to a heater bypass and never gets to the thermostat/radiator plumbing when it's real cold and you're calling for max heater?
