Well, as you know TSB is the broad name for a whole bunch of bulletins, not to be mistaken for a mandatory recall issued by NHTSA.
Saab use a red, blue and green color to label their TSBs and level of importance, and after what I understand, the red ones needs to be addressed as soon as possible and letters are sent out to the last known address of the owner. But sometimes it can be cars that slip through the cracks due to ownership changes and new address not listed with Saab.
The blue and green TSBs are more to help the mechanic finding and repairing the problem.
And I don't know if it really is an expiration date on the red TSBs since they are a lot of times safety related (like the fuel line clip on the OG9-3 and 9-5).
