That's not actually correct. Snow tires have heavy siping and softer rubber compounds + the combination greatly reduces stopping distances on snow and ice vs normal all season tires.
I agree that studs are even better, and I wish we could use them here. I'm from southern Ontario, and it's the only part of Canada where studs are banned. Ironically, the government here argues that stopping distances with studs are not greater than normal snow tires! (in addition to the usual road damage complaint based on 70's tire technology)
I'm certainly not disagreeing that XWD is fantastic. But I heard this argument from some Audi + Subaru drivers too, and then when they eventually did put snows on their cars, they were amazed how much better they were! That said, in an area with not too much snow, you might save $$ on tires with all seasons primarily designed for low wear (most are, whereas performance summers + snows generally don't go as far, tires are all about compromises)... and fair enough. That might be what the original poster wants...
