For us the hour is not just the time we are touching your car. It's dealing with the parts department and doing the paperwork etc. that makes the difference between .5 hours and an hour. Another way to look at it is that the smaller the job, the worse it gets. I tend to be far more likely to discount a big job. If I can bring one car into my stall and work on it for a day and a half it's much better than doing 15 oil changes a day.
Another example is warranty. SAAB pays me 12 minutes to replace both halogen headlight bulbs under warranty. They know it can be done in 6 minutes, but the extra they pay me is called a small job allowance. I also charge .2 hours if the customer is paying even though I can do it in 6 minutes. If tech2 or some special skill is involved, then the small job premium is likely to go up.
