Maybe the same reason that Saab never addressed the clicking steering column on the 9-5 even though GM came out with a detailed service bulletin in how to solve the noise on the Saturn or Malibu or something like that by greasing the splined column.
One hand doesn't know what the other is doing and maybe don't care.
I tend to believe that it might be GM not putting too much time into sharing secrets with Saab even though they were under the same roof.
