The valve springs hold the valves closed. If one or more of the valves wasn't closing (even by a few thousandth's of an inch, you would have little, if any, compression on that (or those) cylinders and most probably a miss or two.
The fuel system cleaner, when mixed with the gas only cleans the intake valves as it enters the cylinder head through the intake manifold. Once in the cylinder, it's ignited and exhaust gas passes out the exhaust valves. Since at this point, the cleaner has burned (or maybe it doesn't burn), I don't see how it can clean the exhaust valves.
In any even, the engine has hydraulic valve lifters (called cam followers) which are filled with engine oil by the oil pump. So, if some of the 16 lifters are making noise, it could be caused by failing (leaking) valve lifters, oil that's too thin, low oil pressure or a combination of those... Ron
