Yes, technically according to WIS, you'll have to remove the front bumper to access the low note horn (right behind the grill) and the high note horn (in front of passenger tire). However, I actually loosened just the air deflector under the bumper, the top screws and rivets, and the passenger side screws, slightly pulled it out, and was able to get to both of them. The low note usually goes out first (the one behind the grill). I bought a low note horn from NAPA (BUT not the "disc" horn they show for the Saab) and hooked it up. It is a Fiamm, made in USA, and it sounds great. Don't have the part number handy.
I guess you could always try popping one of the grill inserts out, but you run the risk of breaking some plastic.
Not sure about the air horn setup though.
