I wouldn't recommend trying without the tool since that ring is a beast to crack loose.
I clean off all the dirt I can and the spray plenty of lube on the lock tabs and still it take all the might to get it loose with a long breaker bar.
The new pump and O-ring makes it even worse to lock the ring again.
Anything is possible in an emergency situation but I don't recommend it without some sort of sturdy tool.
