I was delighted with our 2003 Arc (most problematic year) enough that we traded on a 2010. The 2007 has the upgraded dash and, I believe, the 210 hp mill, which we had in both. Both drive identically, including ride and handling. 2010 only has power driver seat, but the sound system is much better. Very free of rattles and squeaks. I wouldn't sweat the water pump, as long as coolant was maintained and was the correct type. 2010 got even better mileage--2 hours at 78mph in Washington state=37.5 mpg averaged in two directions. Stellar! Stock Pirellis wear fast, get Contis. The automatic is so good a manual is, frankly, pointless. Small back seat space my only gripe. A restful, scoot-around-town car that is also a mileage muncher. I'd tend to go towards the lower mileage Saab, but it depends on how those miles were earned. A highway car, of course, is less stressed. Maybe pick the one with the most complete service records. Keep us informed.
