It depends on what Saab you have.
Since you post here on the 03 and up 9-3 board I assume that's what you have and that it is a 4 cyl engine.
To replace timing chain and balance chain components on these engines you only need to lift off valve cover and timing cover so it is no need to drop the engine.
On the old 9-3 and 9-5 on the other hand it is preferred to do that and also remove cylinder head and oil pan.
