Yes a safety cut off but also turns on the fans and also an input for the variable rate of the compressor. The fans running constantly is a sign of something just not sure what. Make sure the condensor etc... has not been blocked somehow with debris. One time I had a new car that came with the fan wired backwards so it would pull hot air from the engine and blow it through radiator and made the ac work poorly. If you touch the ac lines is the smaller high pressure line hot and the larger low pressure line cold? Also do you happen to have an ac gauge set or way of borrowing a set. Seeing what the ac pressures are on both sides most likely would help alot. It appears from your tech 2 readings that the high pressure line should be hot and that the compressor should be making pressure. If the low pressure line is hot also that may lead to an expansion valve problem but the ability to read the low side pressure would be a help. Good Luck, Bernie
