Yes if the fluid is not leaking and the abs hydraulic unit seems good it is most likely the master cylinder. One other thing to check would be if the friction surface seperated from the backing plate of the brake pads it can feel the same. I have only seen this a few times on cars that sat a long time such as over the summer on a winter car. The only thing you can do to check it is to remove each wheel and physically examine both the inner and outer pads. It seems like it shouldn't cause that much pedal travel but if they are stuck in there a little bit it will not allow the caliper piston to remain out enough to self adjust for the pad seperating.
