$3,000 nation-wide incentive, plus an extra $1,000 incentive for current leasees equals the $4,000 figure. But if you aren't a current leasee you would probably be limited to the $3,500 figure your Dealer quoted.
This is a big problem with incentives in my opinion. Too many special packages (remember, there are packages for each model of each brand a Dealer sells) for a Salesperson to be reasonably expected to remember them all. If they forget to ask you an important qualifying question, misunderstand your reply, or simply forget your response (how many times are they interrupted by phone calls and pages while talking to you?), they will give you a wrong answer while trying their best to be fair with you.
Yeah, there are snakes out there too. The best method is to get prices from multiple Dealers or Salespeople and double check all incentive packages between the various quotes. These incentives are created in such a manner that the Dealer can't pocket any of them themselves, but they may be required to forego part of their own profit to fund the incentive (i.e. "Dealer contributions required"), which also explains why some Dealerships may not include all the money.
