The best handling upgrade (benefit vs. cost) is to install the 2002 and later Aero sway-bars on your car. Cost of thee parts is under $200 and one good source is http://www.genuinesaab.com
You can also purchase the entire Aero suspension, which Saab calls the "Roadhandling Kit", for around $800. This will lower your car a uniform 10mm. These kits are not sold in the US with a single part number as they are in Europe. But a friendly Parts Counter person can easily provide all the individual pieces to you (springs, shocks, struts, sway-bars). This kit is detailed in Saab's parts catalog with the numbers of all individual components.
Aftermarket parts suppliers provide lowering springs which will drop your car by 35 to 45mm. Do you routinely encounter steep driveways? Tirerack, genuinesaab, eEuroparts and lots of others sell aftermarket lowering springs. With lowering springs you will also require shocks and struts designed for the reduced suspension travel.
