It sounds like your display will need to be replaced (at least if you want all the #s). The early 9-5s are "known" for this. I have a '99 (production date of Dec 98) that had it's ACC display replaced at 35k miles and the SID replaced at 65k miles.
Each time it started with occassional missing segments to the LEDs. Then entire digits would disappear. It would come and go.
If you still have warranty coverage, get it replaced. If not, as long as it is functioning, you may choose to live with it as the units are fairly expensive (US$ 400-500) to have replaced.
