Your post makes little sense. The '02 has HID lights as an option, but earlier cars do not. I assume you mean halogen rather than High Intensity Discharge?
I haven't done it yet, but am considering going up slightly in wattage on high beam, for legal as well as practical resasons. Nearly doubling the amperage of a circuit is never recommended unless you install heavier wires and relays. You risk blown fuses, or melted switches and wires. If this happens, it will really ruin your night time commute! Also, you risk blinding other drivers and getting ticketed if your lights are significantly brighter than the cars around you.
If you decide to go to 100 watt bulbs, upgrade the wire harness as well. If money is not a major factor, install a set of HID driving lights.
